Here is an announcement for a hot air balloon festival. I found an image of a hot air balloon and pasted it on a sky blue layer and painted in some clouds. I created a text boxes and used gradient tools, drop shadows and some others to give the appearance that you see before you. I also used gradient to fade the word "balloons" and the hot air balloon. Here are two images, one without a border and one with a border.
